ETALON GROUP PLC (“Etalon Group” or the “Company”), one of the largest development and construction companies in Russia, announces that it is expanding its operations in the Far Eastern Federal District, having signed agreements at the Russia–China Forum to develop two major new projects in Khabarovsk Krai.
Khabarovsk City: A major new financial and business centre in Khabarovsk
Under the terms of an integrated-development agreement signed by Etalon Group and the Construction Ministry of Khabarovsk Krai, the Company will develop Khabarovsk City, a major new project that will transform the city’s waterfront area, from the Brosko Mall shopping and entertainment centre to Solzhenitsyn Street. To be built on a 28.2-hectare site, the modern financial and business cluster will feature comfortable residential areas, landscaped public spaces, and all the necessary social infrastructure and amenities. The first phase of the project will have NSA of over 200 ths sqm.
During the first phase of the project, Etalon Group will build more than 140 ths sqm of residential and commercial space, as well as apartments, a parking facility, a school and a hotel covering 3 ths sqm. Construction will begin in 2026. The first two phases of housing, apartments, the hotel and the school are scheduled for delivery in late 2028.
The subsequent phases of the Khabarovsk City project will include the construction of a congress hall and further residential development (including on the grounds of a fleet maintenance and operations base and along Yungov Street), as well as the construction of infrastructure facilities and the development of a landscape park.
Steps are currently being taken to include the site in the Far East’s priority development area, which would open up additional opportunities for the project thanks to tax incentives.
Premium resort complex on Bolshoi Ussuriyskiy Island
Etalon Group also signed an investment agreement with the Government of Khabarovsk Krai that calls for the development of a modern resort complex on a 5.2-hectare site, covering an area of 13 ths sqm. The project will include a 4-star hotel and spa complex with recreation areas, a swimming pool, saunas and wellness programmes; a yacht club with infrastructure and amenities for yacht owners and sailing enthusiasts; and a landscaped area with a fully equipped marina and walking paths.
Aimed at developing the region’s tourist infrastructure, the project received approval from the regional government’s Investment Council in February 2025. Project implementation is planned for 2025–2028, with construction scheduled to begin in 2026.
Etalon Group previously announced plans for an integrated development project in the Kirovskiy district of Khabarovsk. With total NSA of 40.9 ths sqm, the project will include five residential buildings with built-in commercial space, a preschool, a landscaped area with playgrounds and sports facilities, as well as above-ground parking.
Khabarovsk Krai is Etalon Group’s 11th region of operations. The launch of new projects in the region is a strategic move for the Company and is in line with its stated expansion plans. Khabarovsk Krai is one of the largest industrial centres in the country, offering excellent potential for development. The region is among the top 10 in Russia in terms of investment growth: in 2024, its investment growth rate was 132.5%, compared with 107.4% for the country as a whole and 105.9% in the Far Eastern Federal District. In absolute terms, investments in the region’s fixed assets exceeded RUB 600 billion, and the region’s project pipeline currently includes 138 investment initiatives worth over RUB 2.7 trillion.
